explanation of the accompanying- bill making appropriations to supply 
certain supplemental appropriations for the fiscal year ending June 30, 
1959, and for other purpo e .

The bill also include language increasing by $4,202,000 the limita­
tion on administrative expenses for the Corporation. This is a reduc­
tion of 467 000 in the budget estimate and includes $2,402,000 for 
pay act expenses and $1,800,000 for handling the increased vol11me 
of price support operatio11s resulting from the large 1958 wheat and 
feed grain crops. 
An additional $13,389,000 is made available to the Forest ervic 
for pay increase costs and fighting forest fires. The amount i~ tl?-e 
bill is made up of $5 432,200 b T transfer from another account \VIth1n 
the Department and $7,956,800 by new appropriation. This total 
includes the full reque t of ,500,000 for fighting forest fires.

Th Committee has considered six items for thi Department and 
recommends appropriations of $7,409,950. This is $5,285,343 les 
than the amount requested in the budget estimates. .. 
The Committee has appro\ed language for ship construction i11

DEPARTMENT OF THE NAVY 
The estimates included nine items for the D epartment of theN avy, 
and in seven of them it is apparent that the primary justification for 
additional s11ms at this t im e is to maintain the program level approved 
by the Congress at the beginning of the fiscal year. The need for 
these additional funds is due primarily to the added costs generated 
by the crises in the Middle East and Far East. Whil e a considerable 
part of the supplemental requests are attributable to such activities, 
and to increased pay act costs, the Committee is not convinced that 
the full amount requested is needed. Some reductions have been 
made in each item and the specific amounts for each item of appro­
priation are set forth in the table at the end of this report. 
The Committee considered two items for Medical care, one is 
primarily to reimbtrrse the Army for a deficiency incurred in fiscal 
year 1958, and the other is to finance increased costs for the current 
year. The Committee has again, as in the last session of Congress, 
denied the request for $9,050,000 for 1958 to erase this liability on 
the books. 
Although the Committee has allowed the $8,100,000 requested for 
medical care during this fiscal year, it is concerned at the high cost 
of caring for military personnel and their dependents in civilian 
hospitals, and the high fees that have been allowed in the Medicare 
program. The Committee has gained the impression that little or no 
effort ha b en made to obtain reasonable rates for fees and expenses. 
'Ihe ommittee has approved $3,330,000 for Civil Engineering, 
wl1ich i $402,000 less than the budget estimate. Included is $150,000 
for constructing a hangar at 11cMurdo Sound in the Antarctic for air ­
r escue activities.

been committed, leaving a balance of $15,000,000. These are., how­
ever, guess figures. 
There is considerable doubt whether the Development Loan Ftlnd 
can ever divorce itself completely from its predecessor the old un­
successful and wasteful foreign loan program, to the extent this new 
agency will be able to malre a sot1nd business loan with any degree of 
a t1ra11ce the fund \vill be repaid. 
D EPARTl\'IE T OF HEALTH, EDUCATION, A TD WELFARE 
The ommittee has considered twelve items of increase for this 
D epartment totaling $251,205,000 in appropriations and is recom­
mending $228,067,400 for such purposes. 
The bill has 1,072,000 for the Food and Drug Administration in­
cluding 300,000 for 50 additional po itions to administer the new 
F ederal Food, Drtlg and Cosmetic Act amendments enacted by the 
Congre s last 7 eaT \Vhicll prohibit the use in foods of additives which 
have 11ot be 11 ad quately te ted to e tablish their safet:f, and $772,000 
for i11 r as 1 pay co ts at1thorizcd under Public La\v 5-462. 
The ommittee has approved 25,000,000 as r qtl ted in the budget 
estimate for "apital contribution to tlldent loan fl1nds in the program 
for Def n e ducational activitie of the O:ffic of Edu ation . This 
program makes fund available for public and nonprofit private col­
leges and universities for long-term student loan funds to enahle needy 
and able students to complete their higher education. The law per­
mits annual student loans up to $1,000 per student, and the average 
loan per Lt1dent is $400. The Committee feels the loan program is 
the most important pa.rt of the Defense Education Act approved last 
. ear, and therefore l1as r ecommended the full amount of the estimate 
for uch loans.

CIVIL AERO AUTICS BOARD 
The bill provides $12,000,000 for pa ... ments to air carriers for 13ub­
sidies, largely for local service operations, which is in addition to 
$40,750,000 already appropriated for this year. Subsidies to be paid 
do 11ot draw interest and the amount provided will enable the Board 
to make necessary payments, particularly since a substantial part 
of the funds requested are for payments on cases yet to be decided 
by the Board. 
CIVIL SERVICE COM~1I. SION 
The Committee has approved $1,491,500 for alaries and expenses. 
The $117,000 requested for moving costs and furnishing new office 
space in a hington D.C., and Iew Yorlr has been denied. The 
amount allo' ed ir1cludes $1,462,500 to,vard defraying the cost of pay 
incr ases, and $29,000 for travel expenses and processing workload 
increas , in the retirement division. 
The upplemental e timate of 270,000 for annuities of Panama 
Canal construction employees and Lighthou e ervice \vido\vs has been 
approv d 'vithout change, and the Committ e ha allo,ved 100,000 of 
the 143 000 request d for inve tigations of U. . citizens for employ­
m nt by i11ternationa.l organizations.

for 162 new jobs to handle increased workloads in the insurance 
programs resulting from legislation passed during the last session of 
the Congre~s. 
An additional $43,148,500 is provided for Inpatient care. This 
includes $42,089,500 for pa~y· act and wage board increases which are 
in addition to requirements projected when the regular budget esti ­
mates \Vere considered for 1959. There is also included $1,059,000 
for increased costs of contract burial and funeral expenses. The 
rate for such expenses was increased from $150 to $250 by legislation 
p_assed last year. 
The Committee has approved $6,380,000 additional for the Out­
patient are appropriation. This includes $4,094,500 for employee 
pay i11cr ase a11d $2,253, 00 for an adclitio11al 73,146 medical visits

SECOND SUPPLEMENTAL APPROPRIATION BILL, 19 59 13 
The Committee has included in the bill an authorization to transfer 
$247,600 from the referees' expense fund for the additional cost of 
pay act and postal rate increases. The request of $104,000 for 60 
additio11al clerks and related co ts is not recommended in this bill, 
but the need for additional employees and other related costs to 
handle an increasing number of bankruptcy cases will be reviewed 
when the Committee considers the 1960 budget estimate.
